Quds Force National Headquarters, Ahvaz, Iran

0834 hours (Iran Standard Time), November 14, 2016

Major Dehghan barely noticed the guards watching him approach the ordinary office building that served as the nerve center for niru-ye qods, literally ‘Jerusalem Force’ but universally called Quds Force. For Dehghan and hundreds of others like him, the white concrete structure served not only as the physical space in which Iran’s covert operations were planned, it was also the spiritual home of those who considered themselves the sharp end of the Sword of Allah, taking the fight to the enemies of Islam, in particular the hated Israelis and their American allies. Except that now, for the first time, Dehghan climbed the broad steps leading to the front doors in shame and defeat.

The Bosnian Operation had been his plan, and his alone. He thought of it after reading intelligence reports about America considering reestablishing its defunct Space Command, and the role that theoretical physicists might play in such a force. The reports made clear that Iran’s friends, primarily Russia, North Korea, and China, lagged far behind the Americans in terms of both theoretical and applied physics, when it came to research that might be needed by such a branch of their military. When Dehghan read about the upcoming conference in Sarajevo, the plan came into his mind fully formed.

What he did next risked his being branded as a rogue officer if it became public, but that was his intention. Since he did not ask permission, it provided his superiors with honest deniability, with no trail leading back to Quds Force.

Dehghan reached out to acquaintances in friendly foreign special operations units he’d met over the years. Contacts within the Federal’naya sluzhba bezopasnosti Rossiyskoy Federatsii, the Foreign Security Service of the Russian Federation, or FSB, assured Dehghan that if he captured any of the American physicists he planned to target, that Russia would not only buy them, but would pay tens of millions of US dollars. Nobody from China or North Korea would give him a definitive ‘yes’ or ‘no,’ except to state they would be interested in having the option of attending such an auction. Only then did the Major present his idea to Brigadier General Qasem Qaani, Commander of Quds Force.

In sanctioning his plan, both Dehghan and Qaani understood that success would reflect on them both, with Qaani sharing credit for dreaming up the operation. Both men’s careers would benefit, with promotions guaranteed, and Dehghan would be set up to take over Quds Force if Qaani became overall commander of the Islamic Revolutionary Guards Corps.

If it failed, however, as it had, blame would fall solely on Dehghan. Although he had not yet been arrested in the 36 hours he’d been back in the country, Dehghan assumed that was the reason behind his urgent summons to headquarters.
